Cenan Oktay MD. was born in 1965, Plovdiv Bulgaria. 
After migrating with his family to Türkiye, he started to study at Trakya University, Medical School in Edirne.
During his studies, due to his interest in general surgery, he got accepted to Heidelberg University in Germany to complete his internship. He graduated with first-class honours from Trakya Medical School in 1990 and came back to Istanbul to work as a general surgery specialist. 
In 2007, he started to work in The Haseki State Hospital as a general and bariatric surgeon until 2018. He worked for the Private Asya Hospital, and now he is a staff surgeon of Private Rami Hospital.
Dr. Cenan Oktay has a particular interest and specialisation in Obesity and metabolic surgery, laparoscopic surgery, liver and biliary tract surgery, cancer surgery. 
He is fluent in German and has an intermediate speaking and writing level in English.
